| To construct a private cloud computing platform for governmental service is an effective method for solving problems such as “information isolated island, independent operation and resource waste” faced by governments at all levels during the course of e-government construction. As a county-level city with a population of 1,600,000, J City has a desire to build a governmental service cloud to improve e-government construction efficiency and reduce financial pressure and is confronted with problems about talent, organizational system and scale. Its practice for private cloud construction has certain significance to other county-level cities.This paper summarizes some theoretical researches and practical experiences in respect of current smart city and cloud computing constructions, explores the objectives, requirements and promotion strategies for governmental service cloud platform construction made by J City, designs the overall plan for governmental service cloud platform of J City and studies how to apply a project management method to the project construction for the purpose of increasing project construction efficiency.To sum up, during the construction of governmental service cloud platform, J City set priorities, calculate the input and output, reasonably define the project scope, and first complete the “Infrastructure as a Service(IaaS)” construction(including hardware resource pool construction, management platform construction and relevant management system and mechanism construction) and then calculate the investment and income, thereby gradually recommending the “Platform as a Service(PaaS)” and “Software as a Service(SaaS)” applications.In constructing a governmental service cloud platform, J City can take lessons from the general experience in system integration project, and should attach importance to project work breakd own(WBS), project time management, quality control, risk management and change management, especially to information security risk of cloud platform. |
