The world horticultural exposition in abroad has hundreds years of history, and it has been held successfully for more than 30 times. The influence of it has become a human economic category "Olympic Games". These events, for the city, not only brought huge economic benefit, but also improved ascension, open up a new path of investment, and increased international effect, promoted industrial upgrading, enhance the city’s domestic demand, etc. The special function and value of these have improved the urban construction in a very great degree. Meanwhile, because of these activities, the government has built a variety of venues in many cities. However, these venues can not continue to operate well after the event concluded, and finally they are often abandoned. This requires us through proper planning and research to make these large garden pavilion, after the event concluded, be still able to reflect their own values. Rather than just be a temporary building, which are reduced to "municipal waste" after the end of event. Coincides with the "EXPO 2014 Qingdao", this topic is based on concern about the ongoing operations of the venue, take case analysis, based on the theory of public goods, to find the methods of how to avoid the above problems.First of all, this thesis has analyzed the traditional model for subsequent use of public facilities. Paper uses case studies to compare the Beijing Olympic Games, Shanghai World Expo and Xian International Horticultural Exposition, after investigation and collate, summarize the advantages and disadvantages of traditional model. After these three models applied in Qingdao exposition, we have found that the subsequent development of Qingdao International Horticultural Exposition should need to focus on balancing the interests of all parties. And then, I proposed the "Diversified development mode". Combining with the theory of public goods and "BOT mode", this thesis give the point that we need to balance the public welfare and profit-making. At the end, further, the paper has an academic research for the application about the diversified mode to large exhibition venues’ development in the future. In a word, after the closing of major events organized by the Government, the subsequent use of public facilities should take the diversified development mode.
