The European Anti- Cyber Terrorism Crime Legislation

Under the development of science and technology and information technology,internationalization, network terrorism rising. Network information system of terrorist use of convenience and invisibility of the characteristics of the network of national and international violations, Cyber terrorism has become a major threat to national security, political, economic, military and other aspects of the fight against terrorism,the network has become an important subject of national and international. Combined with the development of the network of the terrorism crime, put forward different views on what is network the definition of the crime of terrorism, the international and still could not agree. In general, the network crime of terrorism as a new type of crime, legislation is still insufficient.This article from the perspective of international law research network terrorism crime, first of all, to in-depth analysis of its background, several kinds of special master network terrorism crime behavior. Second, in the article focuses on analyzing the European legislation in this aspect, mainly European council through the regional legal documents, such as European convention on the punishment of terrorism, the convention on cybercrime, etc can be used to crack down on terrorism crime in network representative convention are studied,substantive law and procedural law of the convention and the international cooperation section can be used to punish the terms of the network crime of terrorism is analyzed, from the perspective of international law points out its positive and legislative deficiencies. Finally, starting from China to crack down on Internet terrorism crime, combined with Europe’s experience in this field, Fight against network crime of terrorism is not completed by a single country or organization can, given the characteristics of terrorist networks,should strengthen the international cooperation, to develop a unified international law.
