The Management Of International Cyber-terrorism And The Implications For China

As the development of network technology, a new and more destructivecyber-terrorism which is different from traditional terrorism is quietly arising.Cyber-terrorism poses threats on the national security, especially the construction ofthe network information security. Its powerful destructive force also impact on thepeace and development of the world. Because cyber-terrorism has the hidden feature,and the global internet, so it brings unprecedented difficulties for the management ofcyber-terrorism. Cyber-terrorism is becoming the new threat of human society andneed to take seriously. Cyber-terrorism is rampant in china, exposing the weakness ofthe network technology, legal aspects and other respect. The management andcountermeasures of cyber-terrorism is an urgent problem for each country andinternational organizations. It is also the important issue to non-traditional security,our national security and social stability.This thesis is divided into three parts: instruction, main part, construction. Thefirst chapter is the instruction portion of the article, introduces the purpose of thisstudy and its significance, research present situation and methods as well asinnovation of this paper and the arrangement of structure. The main body is dividedinto four chapters to discuss. The second chapter based on the definition ofcyber-terrorism, summarized the form of cyber-terrorism, characteristics and hazardsby looking, reading the relevant literature and using descriptive research method,comparative method. The third chapter discusses the characteristics of governcyber-terrorism in the international through descriptive research and documentaryresearch, it summarizes the various methods of different countries to deal withcyber-terrorism from domestic and international perspective, the integration of"Defense" and "Strike", it is in main of preventing cyber-terrorism, and combatingsupplemented. The fourth chapter focuses on the inadequacies of China to responsecyber-terrorism in the concepts, technology, international cooperation and the rule ofthe law with the actual situation and the specific data. The fifth chapter draws on theinternational anti-cyber-terrorism measures, combines with the current situation, andproposes the appropriate countermeasures to encourage strengthening the governanceof cyber-terrorism from awareness and the concept, network technology, physicalprevention and control, legal system and international cooperation.
