| The China Communist Youth League(CCYL) set up an organization operating system characterized by the bureaucratic organizational structure and the administrative operational mode in the era of planned economy. However, the traditional operational mode of the CCYL can hardly cope with the new situation as the social structure of the work-unit system disintegrates gradually. This phenomenon is especially evident in the modern cities which have higher level of economic and social development. In the era of post-unit times, it is profoundly meaningful to find out an effective operational mode of the CCYL in modern cities so as to keep pace with the times. The present study attempts to fulfill this task by carrying out a comparative study and analyzing the case in Ningbo.Ningbo is a developed sub-provincial city located in the eastern coastal area of China. In the recent years, the CCYL in Ningbo has explored ways to innovate the operation mode of the CCYL and succeeded in working out several distinctive approaches. Based on the practice of the CCYL in Ningbo and starting with social transformation, the study here first analyzes the changes of the operational formation of social organizations to prove the necessity of innovating the organization operational mode in the new situation by using governance theory of public management. Then, Ningbo approach is introduced and compared with those of Beijing, Shanghai, Guangzhou and Shenzhen, from the aspects of their trains of thoughts, effects, merits and demerits. The CCYL in these modern cites share experience with each other and learn from each other. In the end, some thoughts and suggestions of carrying out the innovation of the organization operational mode are proposed as a reference for the CCYL in the cities similar to Ningbo. The suggestions are as follows: keep going in the direction of regional development, forge hub-like league organizations and build intelligent CCYL. |
