Among the functional organizations of the Communist Party of China(CPC),the Organization Department's work is the most extensive in its scope,the most important in its nature and the most stable in its position,and thus is called the "NO.1 Department" of the Party' s functional institutions.The Organization Department is a central reflection of the organizational form of the CPC,reflecting the operation methods of leadership and activities of the CPC,thus an important angle to study the CPC.Inspired by the perspective of institutionalism and Actor Theory,this thesis studies the emergence,development,operation,characteristics and action strategies in various relationships of the Organization Department,and tries to understand and analyze how the prominent position of the Organization Department is achieved and maintained.It was found that the success of the Organization Department depends on the"strong" factors in the following two aspects.Firstly,the highly organized system of the CPC,especially the long-term system of Party-commanding-gun and the Party-leading-the-government realized by the cadres,makes the Organization Department to become the only department with the functions of both organization and mobilization,which naturally puts it in a favorable position in the CPC.Secondly,the Organization Department excels in strategies and execution of inter-departmental competition,enabling it to take up the dominant position.As for the first "strong"factor,it is mainly expressed by the strong support of Party system to the Organization Department,and the second is the proactive approach taken by the Organization Department.The institutional environment provides the framework and structural support for the dominant position of the Organization Department,in turn,the Organization Department responds to the institutional demands in the form of proactive approach,all of which strengthens the institutional environment.This"double strong mode" constitutes the analytical and research framework for the Organization Department of the thesis.Under the strong institutional support and strong proactive approach,the Organization Department has successfully applied the affirmative incentive strategy in the process of working with Party members,cadres and talents to build a huge talent team,objectively solidifying the status of the Organization Department.In the action level,the Organization Department uses the mechanisms of command and obedience,coordination and cooperation,feedback and regulation,and the combination of the three to strengthen the system of procedures and protocols,which enables it to deal with relatively complex organizational problems.The Organization Department properly handles the relationship with the superior and at the same time maintains the a proper level of independence to keep its own reputation.Moreover,the Organization Department shapes a distinct image for itself through the skillful political discourse and rhetoric to avoid the danger of being stigmatized in the public.In addition,the Organization Department also pays special attention to identifying the needs of the CPC in facing challenges at different times,making flexible adjustments and constantly expands the scope and function of its work to form a deep working chain,which make itself to become a department that has a strong ability of self-development and self-sustainability.After all,the CPC need the Organization Department to maintain its central position to achieve organizational and operational advantages.However,the Organization Department faces many challenges,such as the challenge of pluralistic society to the authority of the department,the challenge of corruption to the strong position of the department,the challenge of the rigid institutions to the tenacity of the department,and so on.In particular,improper selection and employment will become the greatest concern of the Organization Department to maintain the "No.1 Department".Therefore,the Organization Department should balance the organizing and mobilizing function with the protecting and encouraging funciton.Institutional standards should be put in place to strengthen the strict cadre selection procedure to prevent the corruption of the cadres at its source;Emphasis should be put on building an organization with human trust,that is,maximizing the strengths of the Organization Department to pay special attention and patience to the work involving people;to ettectively coordinate the work of various departments to achieve synergy,to be more open,transparent and innovative to gain society support and public trust.
