It is a trend to legalize the sale and purchase of the housing with limited rights(the house which is built on the collective land in villages). Relevant laws and policies ban the sale and purchase of the housing with limited rights, but its transactions are increasing rapidly in recent years. Due to the process of urbanization, which needs a lot of land, the substantial unused collective land(owned by all the farmers as a group living in a specific village) is the last solution we can think of.The current land policy is contrary to the Constitution that makes the collective-owned land reduced to state-owned, or gradually deserted. On the other hand, the state-owned land is getting more valuable through the urbanization. The restricted dealing among the collective-owned land, has a lot of gray area in circulation and countless tragedies happened in the land acquisition process. To protect the agriculture land, the government can restrict the use of collective land at some part. But turning into the state-owned land becomes the only way to sell the house with limited rights, and with little compensation from the local government, which obviously unfair, and we have to change the old land system.
