Collective land in rural areas especially cultivated land are decreasing continuously brings to our social and economic development, such as food security, social stability and ecological environment problem has aroused extensive concern, research on cultivated land protection of collective land in rural areas especially in recent years, different researchers gave their views on this, collective land, particularly from the perspective of land value study on cultivated land protection system is significant. This article in reference has large of at home and abroad related literature of Foundation Shang, should usage economics of theory and analysis tools on collective land value and State-owned land value for comparison, think collective land value main by economic value, and ecological value, and social value three part constitute, collective land of economic value main means reflect collective land of load and production function of economic output value, is to in market Shang implementation of that part value; collective land of ecological value main means reflect collective land of landscape function, has conservation water, and soil and water conservation, and improve microclimate, and improve atmospheric quality, and keep biological diversity, role of that part value; collective land of social value means reflect warehousing function, and value-added or savings function, has protection national food security, protection farmers of endowment, and medical, and unemployment of that part value.This article consists of seven chapters. An introduction to the first chapter describes main methods of research on theory and dynamics, and content. Chapter II analysis of the present land property rights system, describes the formation of the present system of land development, analysis of the characteristics and existing problems of current land system. Chapter III existing comparative analysis of property right system of land value, including under the existing system of State-owned land value analysis, under the existing system of collective land value analysis, comparative analysis of State-owned land and the value of collective land and so on. The fourth chapter is based on law and economics analysis of land value, including the State-owned land value analysis, collective land value analysis of public choice theory, rational choice theory of collective land value analysis based on law and Economics under the framework of comparative analysis of State-owned land and the value of collective land and so on.
