Research On The Problems And Counter-measures Of China’s Current Public Crisis Decision Making

At present, C hina is in a critical period of social transformation, not only the opportunities and challenges that we are facing have been on rising, but also the incidence of public crisis caused by all kinds of contradictions and problems has been increasing. On the one hand, the frequent occurrence of public crisis, will give threat to people’s life and property’s safety, on the other hand, it will hinder both the development of economy and the construction of Harmonious Society. It has became the major issues which can’t be avoided for our country’s governme nt to decide how to effectively prevent the public crisis in a timely disposal, Crisis decision making, as the core part of public crisis management, plays a decisive role in this situation. To a certain extent,the success or failure of a crisis decision- making are able to controlling the directions of the crisis’ s evolution in future. At present, the nature and the content of public crisis events become more complicated and more diversified. As things are at this moment, C hina’s public crisis decision- making has showing more and more limitations. Therefore, it is very necessary and urgent to improve the public crisis decision- making’s efficiency, meanwhile, this also has great significance to enhance our government’s public crisis management ability. This thesis combining both the present situation of our country and the characteristics of public crisis events in the new period, based on the connotation and key elements of the public crisis decision- making, to analyse the existing problems and the causes of them, such as the imperfect decision- making body, lack of coordination and the defect of legal system etc. And based on learning and summarizing the advanced experience of the foreign country’s public crisis decision-making building, this thesis targeted to put forward some specific countermeasures and suggestions in accordance with the situation of our country’s public crisis decision-making, and have a little hope to provide some references on optimizing public crisis decision- making of C hina’s government.
