The Research On Enhancement Of Public Crisis Decision-making Ability Of Local Governments In China

At present, China is undergoing social transition and economic transformation of the critical period, a series of conflicts and crises emerge and impact on the rapid socio-economic development and the maintenance of social order. A variety of public crises increasingly become a stumbling tie to block building a harmonious society in China. As a social service provider, the guarantor of social stability, Government must address a series of crises effectively. In the process of crisis management, crisis decision-making is particularly important; the Government should continue to enhance public crisis decision-making capacity. Henceforth, this article on this topic is analyzed and discussed the crisis for the local government in public decision-making process to solve the problems existing in the path.This paper introduces the background and significance of decision-making capacity of public crisis, while it sorts out and summarizes theory of crisis management of China and the West and puts forward the theory of this paper, tools and research methods. As a representative of public interest, public service providers, public policy makers, public affairs manager, the defenders of social order, public power, social security protection, etc., in Public Crisis Management is the mainstay of the special status, Government response to public crises directly affect the ability and level of prestige image of the government, the legitimacy of the ruling position of the government, affecting the country's political stability and the sustained, rapid and healthy development, or even directly related to the stability and survival of the regime.The paper describes the concept of public crisis decision-making capacity, and its constituent elements of public crisis decision-making capacity which contains recognition information capture,ability of rapid decision,ability of flexibility and adaptability,crisis decision-making research capacity.
