The Research Of Difficulties And Countermeasures Facing By Community Policing Based On Public Governance

Police work is an important part of public management, in order to realize the policing work smoothly, from a public governance theory point of view, not only the need for strict control of the public security departments, the need for more active participation and cooperation of community people. The public governance mainly through the national compulsory execution to ensure social stability, but in public governance theory, emphasizes the community and social organizations to participate in the comprehensive management of the implementation of community policing, is a high degree of autonomy management concept. By applying the theory of public management, the masses and social groups and the public security organs closely relates in together,together to face and deal with all kinds of security problems and work. Some of the power out put, give people specific rights, to co manage the community policing work, not only can solve the defects of police work, also can improve the management consciousness and responsibility.This paper mainly aims at the practical difficulties of community policing facing the in-depth analysis, summarized the domestic and foreign research achievements about community policing, and discusses the basic concepts of community policing and public governance theory, content and characteristics.Secondly, the British community, American community and the Australian community policing as an example, analyzes the relevant experience of foreign community policing practice, and to the community policing development and prosperity of the reasons were analyzed, such as foreign pay more attention tothe relationship between the police and the people, the development of social organizations, coordinate the full participation of community residents and community autonomy. At the same time, the Shanghai city police construction present situation and the M District of Shanghai city community policing practice mode, including the police, the police agency linkage mechanism and cooperation mechanism, and communication mechanism and external evaluation mechanism, and analyzed the M District of Shanghai City, understanding of community policing, community policing is considered based on the police work, community policing having a main body diversity, community policing work socialization and community policing to extend to the virtual society.Finally, the difficulties in the view of public governance of community policing for the overall analysis, community policing facing difficulties, mainly includes six aspects: one is the police cannot really community; two is the participation of community residents and low; three is the community alarm work enthusiasm is low; the four is the community service mechanism is not perfect; five is the part of the police comprehensive quality is not up to the standard; six is the construction of community policing room part is not standard.At the same time, pointed out the corresponding reasons: one is the bondage of the supervision mechanism of government management, the police force is dispersed; the two is the community policing means too stiff; three is the mechanism of community policing assessment is not perfect; four is the government department coordination mechanism is not perfect; five is the lack of police work on community policing understanding; the six is to not pay attention to the community policing room function. Based on analyzing the difficulties and reasons, from the optimization of bureaucracy policing management defects and puts forward the corresponding solution to strengthen the two public governance: first, optimize the bureaucracy defects of countermeasures are: improving the two-way communication relationship between the police and the people, help the police "community"; strengthen thepolicing community with related departments and external agencies; optimize the assessment mechanism, perfect training system. Countermeasures for strengthening the public governance mainly includes: to manage key elements,the implementation of supporting measures; optimization service model;standardized policing operation.
