Research On Community Policing Reform Of Tianjin

Some developed countries such as America,etc.,began to study the theory of community policing and take the lead in practice in 70-80’ s of the 20 th century.With the tide flow of information sharing in the whole world,other countries also began to do some theory researches and practicing analysis.Theoretical research started lately in our country.Until the 1990 s,the relative researchers began to study the community policing theory,studying how to combine the traditional police public security work with the new community theory.The government carried out effective reform of community policing work according to the social development,so that the community policing can not only maintain the advantages of the traditional police,but also play the advantages of community policing.This paper focuses on the Tianjin community policing reform.Firstly it discusses the concepts of community and community policing,community policing t heory,including the theory of public management and the theory of criminology.Then it elaborates the necessity and basic principle of community policing reform,and introduces the Tianjin community policing and the current reform measures.Based on the above theories,using the method of questionnaire survey,this paper makes a detailed investigation about the three aspects existing problems of Tianjin community policing reform,including police shortage problem,problem of evaluation management system and ideological problems.After analyzing the reasons,combined with the advanced experience of foreign countries,the author finally gives some reasonable and perfect policy suggestions.With the change of the society,all aspects related to them must make the development and changes to adapt,so is the community policing work.It should ensure to follow the pace of the social development,achieve the protection of society,and guarantee people’s live and work in peace.The community policing in a country only makes the corresponding reform with the social change,and develops according to the wishes of the people,they can be thought reasonable,and is suitable for the actual situation of the country.Community policing reform thought is take the problems as the idea-oriented,take the communities as the basis,and take the developing concept moving with times as a fundamental.O nly through the thorough research and the practice about it,the community policing work just keep up with the development of society,constantly improve its working mode,and provide people with the better service.
