To a great extent, network public opinion affects the local government policy formulation and implementation, social stability and government image. Therefore, the local government response to network public opinion is very important, it helps to build a harmonious society, improve the public opinion expression mechanism, help network healthy development, and help to improve the image of local government, This article collects present situation of Jiuquan City’s internet public opinion development, work reality of the public emergency response office of the Jiuquan Municipal Committee, and analyse effect on dealing with network public opinion, the existing problems and causes, and study the countermeasures of dealing with network public opinion in the whole city.First, summarizes the present situation of network public opinion raised by scholars both home and abroad, and summarizes relevant laws and regulations of management on the Internet of our country,which build the foundation for the following content further.Second, from an overview of relations between internet public opinion’s concept and government, the article explains network public opinion’s concept, stroke and spread, and analyzes relation between internet public opinion and government decision-making, the impact of network public opinion to the government and the government’s response to the meaning of network public opinion, this part is a link between the prrceding and following.Third, taking Jiuquan City network public opinion department as example, the article introduces the basic functions, operation on the website construction, emergency response, and effect getting from software and hardware construction.
