With the rapid development of China’s economic, the network public opinion crisis caused by social contradictions and social crisis events has accumulated. By the end of June30,2012, the Internet penetration rate of China is39.9%. Although the penetration rate is far lower than the high penetration rate in America and Britain, Japan and South Korea, the force of Internet public opinions of China is the strongest and largest in the world. In recent years, The phenomenon that local governments and industrial departments have difficulty in breaking the existing pattern of interests obstacles, leads to the increasing trend of the structural burst network public opinion factor caused in the period of economic transformation in our country. Lack of the public management of government, game of interests of different social groups, local government’s pursuing for profits with people and so on, will change some conflicts in the Internet into the case of a public event quickly. How to cope with the network media crisis effectively has become one of the most important is sues demanding prompt solution from government of all levels.Aiming at coping with crisis, this thesis studies some cases by adopting the basic the theories of information technology, communication studies. Thesis systematical and thorough discussion will be carried out on the governments’respond to the network media and network media crisis. Thesis is divided into four parts:the first par tis the introduction.The second part elaborates concepts and theories related to network media crisis. As the part of case study, the third part takes the "Long Jiang cadmium pollution incident in Guang Xi" as all example and analyzes the problems of governments’respond reflected and ambiguity in information., barriers in information management, neglect of the research of public feelings, public opinion and can not carry out the necessary guidance of public opinion; time lag; system and mechanism system is not perfect in four aspects, and etc. then, the author analyzes these problems from the aspects of governments’recognition, action, operation mode and systemic mechanism. The third part tries to come up with optimized strategies for the problems appeared in the applications of governments of all levels, which mainly focus on the governments recognitions, actions,operation mode and systemic mechanism. Some limitations and questions for further research are pointed out in the fourth part. Some optimized strategies are offered in hope it will be of some help for governments of all levels as a source of reference.
