Administrative supervision system is an integral part of the national political system.Its basic function is to achieve effective supervision of the government administration and staff to exercise significant authority conduct by Independent monitoring, law enforcement, and performance monitoring into full play,so as to ensure that public administration activities are lawful, orderly, coordinated and efficient.Strengthening the standardized operation of administrative powers in impo rtant areas directly relates to the enhancement of the government’s ability to public administration and the containment of corruption from the source. It is the basic project to establish a sound system of punishing and preventing corruption with the func tion of educating, institutional constraints and effective supervision.Enhancing the supervision and containment of administrative powers in important areas with hi-tech means is the requirement of the new era of e-government. It is a major change in the methods of administrative supervision. It is also the development trend of the construction of anti-corruption. Central Commission for Discipline Inspection repeatedly asks to raise awareness, and strengthen their sense of responsibility in electronic surveillance.Since 2012, to further improve administrative efficiency, optimize the investment environment, convenient public service, strengthen oversight functions, and strive to build a service-oriented, efficient, and clean government, Jiuquan city government actively has explored a new “system + technology” model, relying on City administrative Service Center, focusing on key areas of the city’s administrative examination and approval, administrative enforcement, resource trading, capital construction and supervision of anti-corruption and weaknesses in the system construction as fundamental to restrict the power of the core, the technological means to support the construction of the contains administrative approval monitoring, performance monitoring, risk control, performance evaluation, and other large projects green channel service contents electronic monitoring system.In this paper, literature, field surveys, interviews, comparative analysis, summarized comparison are used. The author in-depth illustrates the background and significance of the elaborate electronic surveillance, analyzes and compares electronic monitoring studies both home and abroad, and studies the concept and the basic theory of electronic surveillance relating to administrative supervision, administrative performance monitoring, e-government and other and functions and mechanisms of electronic monitoring. With the above work, the author summarizes that the research of electronic surveillance can promote information disclosure, improve administrative efficiency, push the transformation of government functions and enhance legal administration and performance evaluation. Focusing on Jiuquan, the author analyzes of the status of e-government,electronic monitoring construction and administrative approval, the transaction of public resources, administrative supervision, auditing and supervision of people’s livelihood fund. With all these done, the author finds out the outstanding problems, studies the reasons for the problems, and fully draw on the successful 11 pieces of experience of electronic surveillance system in Shenzhen. Compared with the situation in Jiuquan, the author proposes a series of methods as “scientific planning with unified standard, overall construction by integration of resources, active use for scientific development, and legal management to ensure the safety ”. Combined with the practice in Jiuquan, the author put forward some practical suggestions in the following aspects as promoting the establishment of mechanisms that regulate the management operation, uniforming construction standards, sharing resources, and increasing capital investment.
