Research On Emergency Management Problems And Countermeasures Of College Emergencies In Shaanxi Universities And Colleges

Under the leadership of the Party Central Committee with general secretary Xi Jinping as the core party,society and economy of C hina have been developed rapidly and people's living standards have been greatly improved.C hina has now become the world's second largest economy and plays a decisive role in the development of world economy.However,as Chinese social reform gradually enters a crucial stage,deep contradictions are gradually exposed.Interests shift against each other.Social and economic conditions,cultural structures and people's values have also been changed.The old social order has been broken while a new social order has not been fully established yet.Therefore,China is now in a realistic state of "easy dissonance of economy,easy disorder of society,easy imbalance of psychological and easy anomie of behavior".As a communication platform of advanced culture,colleges and universities concentrate a large number of ambitious and passionate youths who have dreams and contributions.They have quick thinking,are daring and energetic,point to mountains and rivers,set people afire with words,focus on developments and point out problems.They have much passion and poor experience.Therefore,they may be misguided by unhealthy factors,thereby causing emergencies in the colleges and universities.In order to deal with emergencies in colleges and universities,the questionnaire method is adopted in the paper.One thousand students are selected from two colleges and two universities in Shaanxi.Firstly,it is investigated problems existing in different stages of the emergency management of colleges and universities of Shaanxi and comprehensive problems existing in the emergency management of colleges and universities,in three aspects: students' personal safety conscio usness,emergency measures by colleges and universities,and cognitive attitudes and mindsets of students on the emergencies occurring in the colleges and universities.Secondly,the following persons are interviewed to learn the states such as the organization,personnel qualities,disposal states,problems,management platforms,of the emergency management of the colleges and universities.The persons include student management leaders,student psychological-counseling workers,student employment-guidance workers,student financial-assistance management workers,experienced student counseling workers,who works in a part of colleges and universities of Shaanxi,security workers in colleges and universities,emergency management experts of the public security organ and the like.Thirdly,based on the Crisis Life C ycle theory and 4R(Reduction,Readiness,Response and Recovery)Crisis management theory,it is discussed countermeasures for the problems existing in the different stages of the emergency management of colleges and universities and the comprehensive problems existing in the emergency management of colleges and universities.Hence,a brick is thrown for the emergency management on emergencies of colleges and universities.
