| It’s pointed four major tests currently facing the partying ruling, Reform and Opening Up, the market economy and the external environment, in which the ruling test became the brunt of the four. Since the founding of People’ Republic of China, vital role in the socio-economic development, especially since the China reform and opening up. While with the economic develops and rich material life comes, the temptation of power and interests have become increasingly prominent. Some local cadres fell prey to temptation which leads to frequent corruption and power abuse. Some places suffer fierce social conflicts so that group conflicts occur often. All of those above have put a negative impact on the party’s image and governing foundation. Therefore, the strengthening of local inner-party supervision is particularly urgent. Increasing the research on inner-party supervision is the need of consolidate the party’s ruling status, the need for construction of new great project by the party, and the need to meet the challenges under requirements of current environment and conditions of our party and nation.Our party had put a great attention, in either period of the Democratic Revolution or Socialist Construction, on inner-party supervision since the establishment of the Communist Party of China in 1921. At the very beginning of the founding of the Communist Party of China has promulgated and implemented a series of inner-party supervision regulations. Those rules and regulations were produced closely correlated to the practice of the Chinese people’s revolution at that time, which creatively combined the Marxism and temporal situation of Communist Party of China of that time and formed a distinct Chinese political ideology to explore a series of new ideas of inner-party supervision for China to adapt to. After the founding of People’ Republic of China, the Communist Party of China has completed the transformation from a revolutionary party to a ruling party, and the party supervision mechanism had also a corresponding change. Since the Third Plenary Session, in order to better adapt to the needs of economic system reform, the supervision of the party also conducted a series of reforms mainly to change the leadership system of the Commission for Discipline Inspection of the party, to enhance the duties specification of the Discipline Committee, and to promulgated a series of inner-party supervision regulations for more effective construction for the party. After the founding of the party, the principle line of inner-party supervision has always concentrated on remaining democracy and unity within the party, especially since the Reform and Opening Up, and the theory and practice of inner-party supervision has always been emancipating the mind, seeking truth from facts and constant innovation and development. Although our party has achieved no small amount of success, there are still some problems. The author believes there are three aspects of work need to be done to improve and perfect the local inner-party supervision. First, the system construction and the intensity of inner-party supervision need to be strengthened. Second, focus on key parts of supervision to improve the effectiveness of inner-party supervision. Third, enhance the public opinion guidance and build up supervision culture environment of inner-party supervision. |
