Analysis and work in the literature based on the analysis, using the Delphi method(Delphi Method) to extract primary commanding officer competency indicators to behavioral event interview(Behavioral Event Interviewing, BEI) to build grass-roots commanding officer competency evaluation model, the use of modern statistical principles and techniques of empirical research competency model validation, the results confirmed the model and the " Iiceberg model " fairly high degree of fit, the model has a high degree of reliability and validity.
