Achieve " C hina Dream" for the troops is "strong military dream." Today’s world, the focus of scientific and technological revolution in military affairs, the core is the talent, the ability to create a large number of command need to adapt to future warfare officer corps, is to ensure that force " can fight, win the war," the fundamental and premise. Grassroots army commanding officer is the rank soldier who is in the forefront of combat effectiveness, ability and quality of their investigation is scientific, competence development is valid, is to determine the level of construction quality grassroots forces a key factor. This thesis aims to explore the competency evaluation model by building grassroots commanding officer of the troops competency evaluation of the effective ways to improve the status of military personnel construction.Competency evaluation in the field of modern human resources management more widely, at home and abroad as well as thesis on the military and local competency evaluation were reviewed on the basis of relevant theories and methods of the sort and classify. Analysis and work in the literature based on the analysis, using the Delphi method(Delphi Method) to extract primary commanding officer competency indicators to behavioral event interview(Behavioral Event Interviewing, BEI) to build grass-roots commanding officer competency evaluation model, the use of modern statistical principles and techniques of empirical research competency model validation, the results confirmed the model and the " Iiceberg model " fairly high degree of fit, the model has a high degree of reliability and validity. Integrated use of modern technology to the grassroots talent assessment for competency evaluation commanding officer, commanding officer of the grassroots level of competency dimensions and differences in competencies for grassroots commanding officer status and development of training given in the report recommendations.The modern technology applied to military personnel evaluation of human resources management, will enable forces personnel assessment and selection, management and configuration, development and training more scientific and effective, so that people better qualified jobs. Competency assessment not just let people know what jobs that require competency is more important is to know how to obtain these competencies. Adapted to the central " large-scale training of cadres, significantly improve the quality " requirements, has a good application value.
