During the rapid development trend of information technology, the local government information resources integration and adjustment, rational distribution of information resources and full use of information resources, which can enhance the effectiveness of local government information resource allocation, so as to maintain the work efficiency of local government. In order to meet public needs for information and enhance information government efficiency, we must to evaluate the effect of local government information resources allocation. Based on the criteria and implications of domestic and local government information resources allocation, combine with the questionnaire design and actual research, try to build a set of certain operational evaluation system implementation, this paper attempts to establish a operational evaluation system. Meanwhile, according to the characteristics of the evaluation data, this paper building intelligent comprehensive evaluation model based on rough set conditional information entropy, it can provides a implement strong quantitative analytical approaches for local government information resources allocation evaluation.Firstly, through combing research related the local government information resources allocation at home and abroad, this paper given the overall research ideas and theoretical framework. Then base on study local government information resource allocation and other related concepts, the characteristics of the local government information resources can be defined. By considering factors influencing effects of local government information resource allocation, taking extensive literature research, field investigations and studies and expert advice, the paper build a new evaluation system and laid the foundation for the subsequent evaluation of local government information resources.Secondly, in order to obtain a more rational evaluation conclusion of local government information resources allocation, the paper constructed the local government information resources allocation evaluation system based on rough set conditional information entropy, it achieve a quantitative intelligent evaluation and decision analysis. According to the problem of index-weight acquirement in accordance with the condition of small sample data, the model try to divide the decision table into several blocks and use hierarchical way to get index weight values, based on rough set theory.Finally, the paper chose 15 district(county) level government agencies in Changsha-Zhuzhou-Xiangtan, to conduct empirical research. Through questionnaires survey, data collection, etc, the original evaluation data can be obtained. Based on the evaluation index system constructed, with the rough conditions information entropy evaluation and decision method, it gives a detailed empirical analysis of evaluation and decision process that verify the reasonableness of this index system. At last, according to empirical research result, the paper presented some countermeasures to enhance the effect of local government information resources allocation.
