Battle-effectiveness is defined as capability that the People’ Armed Police Corps implement its responsibility, which is the critical measurement of the core value, member diathesis in people’ Armed Police Corps, as well as the fundamental standard of politic works. Recently, the operation system of People’s Armed Police Corps is transforming from the conventional way to the modern way. In order to meet the requirements of informational development and improve the battle-effectiveness comprehensively, the People’s Armed Police Crops have done thorough discoveries in the selection, training and management of high diathesis cadre. However, there still remain the following issues: the performance appraisal architectures are incomplete, the objective of performance appraisal is not clear enough, and the performance appraisal is not economical. All of these issues embarrass the effect of performance appraisal in improving the battle-effectiveness of People’s Armed Police Crops. Therefore, How to adapt to the rapid changing of battle-effectiveness building system and achieve the effectiveness in appraisal is becoming a crucial issue in the management of People’s Armed Crops.Performance appraisal is a sort of management mode which makes the achievement of individual or collectivity to be the standard on evaluation, rewards and punishment. It is used to be enterprise management and it can continuously improve the potential of the employees as its merits, so as to this management mode may elevation the efficiency of the whole department.It is considered as a perfect management mode to be used in corporation. Recently, the research on performance appraisal has acquired tremendous advancement, and the performance appraisal has been adopted in some armies, but the effect of this mode is not so well. The main reason is that the orthodox management theories are not involved the politics works of People’s Armed Police Corps, which are still too inane.This thesis based on the current practice of management in People’s Armed Police Crops, thoroughly investigates both the theory and practice of performance appraisal, succeed in introducing the concept of performance to the management of armed police crops. Besides, according to the detail features in armed police crops management, we apply multiple methodology of performance appraisal comprehensively, and propose battle-effectiveness oriented performance appraisal architecture, which takes the battle-effectiveness as both the start and the stand. Moreover, we take a certain armed police crop as our experimental object, implement the battle-effectiveness oriented performance appraisal architecture, and validate the feasibility of the appraisal architecture we have proposed. Besides, this thesis evaluates the actual effect of the battle-effectiveness oriented performance appraisal architecture in detail, according to which we further refine the architecture. As our study shows, the battle-effectiveness oriented performance appraisal architecture is able to reflect the actual human resource management level in armed police crops fairly and objectively, activate the potential of both the organization and the individual, and lead the management of People’s Armed Police Crops to develop towards systematic and modernized.
