Performance assessment of local government is a hot issue in China. Many local governments have carried out various forms of government performance assessment. But performance appraisal index system is the foundation and difficult, it is also the key components of the process of government performance assessment. Although many experts proposed respective government performance appraisal index system, some local government have also established their own appraisal index system, but generally speaking, there are lots of questions in local government performance appraisal index system, mainly display in: The index design standard of value appears the deviation; The one-sided pursue economic indicator, neglects other social index; too many stationary index, but too few quota target; Lacks of scientific data statistical method and so on. Based on the above reason, this article according to the service-oriented government connotation and the characteristic research, by government function theory, governance theory, performance theory as well as the theory of "the scientific concept of development", and absorbs government appraisal index design experience from the England, US, South Korea and so on, then contra pose of questions and the insufficiency of performance appraisal index design in local government, using the means of survey questionnaire, obtains first-hand material data, and the statistical method of key performance indicator, designs a set of performance appraisal index system, for service-oriented local government, it mainly includes economical development, democratic and politics, administrative cost, justice and equity; the inhabitant quality of life, the security index, environmental protection, public service, and social security and so on, which are 9 index totally, and establishes the corresponding 74 two level of targets. In view of the government performance appraisal implementation for service-oriented local government, this article proposes suggestion and countermeasure from constituting "Government performance Appraisal Legal system", establishing government accounting system, establishing achievements appraisal main body, establishing performance plan and the performance reporting system, consummating government performance audit system, and so on.
