Public institution,as the national administration's extension,the concept is relative to the government department and the enterprise,with some kinds of characteristics: first,its non-profit;second,the purpose of getting is mainly not to obtain economic benefits.which makes the public institution's careering and The work efficiency has always been criticized.The construction industry,as the national construction and development's pioneer and forerunner,undertaking the important part of national economic development.The importance of the management of its staff is self-evident.Performance appraisal itself s is helping companies and employees make progress together,as part of the management,how to scientifically design and optimize the performance appraisal of professional technicians who undertake the main job responsibilities in the construction public institutions,therefore,it is particularly important and urgent to boost the construction industry to the maximum extent.This paper is divided into five parts,the first part is the introduction,the background,value,method and some innovation points of this paper are introduced respectively.The second part mainly introduces the core concept and theoretical basis of this paper.This paper gives a brief overview of the concept of public institutions and technical personnel in the construction category,and introduce the related theory ofpublic institution.The third part takes the J unit as the typical case,through this research on the performance appraisal of the current technical staff of the unit,researching on the status,finding the problems,analyzing the causes.The fourth part is the experience of performance appraisal of technical personnel of the same type unit.Three examples of technical staff in the same type of unit were used to analyze the research,” Stones form other hills may serve to polish the jade of this one.” Identify common features and explore possibilities,and provide some experience for the following experience summary and system exploration.The fifth part is the optimization design of performance appraisal of technical personnel in construction public institutions on the basis of comprehensive full-text exploration.The specific improvement measures are mainly from the assessment orientation,assessment organization,assessment indicators,assessment application and other four aspects as a breakthrough.The management of performance appraisal of technical personnel must be combined with the overall development strategy and special governance tasks proposed by the current government.The economy,efficiency,speed,fairness and responsiveness of public goods and services will be realized step by step in building a harmonious and conservation-oriented society.If civil servant is the core of government administration,then public institution personnel is the expansion and enhancement of government core,especially the specialized technical personnel who undertake the main professional and technical work.Professional technicians are as important as teachers in schools and medical workers in hospitals in construction institutions.Therefore this article through to construction units to the performance appraisal system of the technical staff made a exploration and research,from which it is not difficult to see the scientific performance appraisal for the importance of working personnel of the government institutions,for the current overall working efficiency of the construction industry and the overall operation also plays a big role,for the current hot spots of "Delegate power and optimize service" and other work's exploration and the government's service function has a profound meaning and a certain degree of guidance value.
