The earthquake is the natural disaster, which is so far most difficult to be withstood for human beings. Once the strong earthquake occurs, it could cause serious consequence and endanger people’s lives and property safety. The construction of earthquake emergency shelter for relocating victims is one method to deal with sudden events in the international community. Though we strengthen the quake-proof of the buildings and structures for protecting the state property and civil security in city planning and development, the construction and management for earthquake emergency shelter is still far behind from the development of city modernization construction. Because it belongs to system project, the problems have become increasingly more and more prominent.The paper introduced the presentation of the construction of earthquake emergency shelter in Quanzhou and the management of government behavior. By contrast of construction and planning in emergency shelter in oversea, I analyze the government behavior in developing and managing of earthquake emergency shelter, and give the suggestion that government should enhance its long-time project. The summary of mostly analysis in the paper is shown as below. Firstly, by comparing the difference in the development of earthquake emergency shelter between home and abroad, and by analyzing the related the basic theory, the specific of the construction and management in current government behavior is to be discovered. Secondly, the existed problem and reason is be analyzed, and some constructive suggestions are given on the planning construction and management of the government behavior in the earthquake emergency shelters.
