These experiences that we need to learn can help our country to make up for deficiencies and improve emergency response and post-disaster reconstruction.In this paper, the earthquake in Japan in2011as the starting point, describes the background and the characteristics of this disaster and the emergency rescue operations of Japanese government. Depth study of Japanese and Chinese public emergency management system, analyze、compare and research the three aspects of the emergency management system between two countries from the institutional setting, allocation of functions and coordination mechanisms, propose the deficiencies and measures of improvement of our emergency management system.
