The Research On The Construction Of Earthquake Emergency Management System Of Hainan Province

As the most serious natural disaster, the earthquake brings the huge economic losses and casualties, and causes widespread concern in society, especially in recent years, the shocking power which the three devastating earthquake in Wenchuan,Yushu and Lushan brings has been far more than the quake itself, which fired up deep speculation about natural disaster defense and the construction of emergency management system.Today, with the development of science and technology, when people still feel helpless occasionally in face of earthquake disaster, how to build a practical earthquake emergency management system in order to reduce casualties and property losses as far as possible has become a subject in front of us now.Hainan province is located at the edge of circum-pacific seismic belt, surrounded by the sea, which presents the traffic inconvenience. Once the earthquake occurs, it will bring the huge threat to the people’s life and property. Just because of this, Hainan government does a lot of work in the aspect of earthquake disaster prevention and emergency rescue, and does a lot of beneficial attempt and exploration in the earthquake emergency response system and operational mechanism, which establishes a new pattern in earthquake prevention and disaster reduction. This pattern is led by the government, responsible by the earthquake department and widely involved in the community, but compared with the developed countries or the other provinces, there are still many deficiencies, which need to be improved and perfected.Through consulting a large number of earthquake emergency management literature, interviewing with some experts of Hainan province in this aspect, this essay analyses the present situation and the existence insufficiency in the earthquake emergency management system (earthquake emergency plan, management system, operation mechanism and legal construction, etc) of Hainan province, and initially establishes the earthquake emergency management system model, through summarizing the characteristics of Japan, New Zealand, the United States, and experiences and lessons in three big earthquake emergency rescue actions in recent years. Based on this, the essay puts forward some countermeasures and suggestions in the aspect of revising the earthquake emergency plan, optimizing the emergency system, perfecting the emergency mechanism and establishing the emergency legal system, in order to provide a theoretical reference for the construction of Hainan province earthquake emergency management system.
