During the 1970 s and 1980 s, economic globalization promotes the management revolution and the new public management movement, a large number of international non-governmental organizations is increasingly active in the treatment of global affairs. Since then, various types of foreign NGO also began to enter the society of our country, active in our medical, education, environment, poverty alleviation, humanitarian and other fields. With the advancement of China’s reform and opening-up process, the role of foreign-related NGOs in our society has become increasingly significant, at the same time, the negative effects of these NGOs are beginning to show, it’s a huge challenge to our national security and our social order. In this context, the functions of government will be more prominent, especially in terms of highlighting the role of supervisory, management and services, etc. But now our Government as the most important subject regulator of these foreign-related NGOs, it obviously did not fulfill its responsibilities. So, in the future, how our government to improve the relevant regulatory framework of policies, laws, etc., to change the status quo, in order to regulate foreign-related NGO’s activities better, and guide them to respect our laws, regulations and public order and morals, promote the advantages and overcome the shortcomings, which are also constitute the starting point and the practice background of the paper.Thesis is divided into five main sections. The first part based on the review of existing studies about both domestic and international literature, and make a clear explanation that the “Governmental supervision over foreign-related NGOs in China," is deserve to research. And through the elaboration of national governance theory and the theory of government regulation, lay the theoretical framework of this paper. In the second part, starting with the time that when our new country was founded,this paper divided the development process of foreign-related NGOs in China’s as germination stage(before 1949), stagnation stage(late 50’s to the late 70’s), the recovery phase(late 70’s to the early 90’s) and growth stage(1992 now), Grasp the foreign-related NGOs status at different stages of development as well as a condition of the government regulation in the whole. The third section, on the basis of overall grasp, this paper focuses on the plight of the present regulation: one is the realistic predicament faced by the supervision. Two is the dilemma of supervision law. Three is the financial lack of supervision, then, analyzes the risks brought by the lack of government supervision.Subsequently, this paper making a comparison among Russia, India, Vietnam on foreign NGO supervision system, mode and its effects, obtained the strengthening and perfecting legislation, control the capital entries, pay attention to civic awareness, values and social public opinion, the establishment of specialized management institutions, Build multi-layered supervision level experience. On the basis of learning Excellent experience of other country and understanding our government regulation dilemma, the last part of the article make recommendations for improving government regulation, mainly from government regulation-oriented mechanism, operating mechanism, the dynamic mechanism and safeguard mechanism. Hope through these efforts, these foreign-related NGOs can truly achieve the common development of our society, motivating to carry out the Chinese dream.
