A Study On The Supervision Of The Chinese Government To Non-governmental Organizations Outside China

With the deepening of the globalization process, there will be more and more overseas non-governmental organizations come into China. At the same time, cultural exchanges and project cooperation will be more and more frequent, which of China’s development is both an opportunity and a challenge. China government should have a positive attitude to improve and strengthen the overseas NGO activities, to put them under government monitoring, which is very urgent.Based on the theories of voluntary failure theory, national security theory and theory of governance and good governance,this paper studies on the basic theory of non-government organizations,analyzing necessity of government supervision to the non-governmental organizations. By concluding the history of overseas non-governmental organizations in China, this paper demonstrates the current situation of the development with comprehensive and systematic research.With objective analysis of the overseas NGO activities in China,we realized that overseas non-governmental organizations have both positive and negative influence to our development.The main problems existing in the supervision of government organizations of China and Africa in China lies in the lack of regulatory authority basis, the narrow scope of application of the regulation, supervision and post punishment ineffective. To clarify the at present in China of overseas NGOs regulatory problems,and further explores the reasons for four of the main reasons for the legal system, the attitude of the government, regulatory philosophy, and communication mechanism,after the reference multinational non-governmental organizations for management experience provided the regulatory proposals. The perfection of our government to in China overseas non-government organization supervision mechanism is proposed mainly include: to promote special legislation to establish and perfect the system of supervision according to law, take classification of the regulatory measures, set up the multi governance mode of management with the centre of government led, deepen the government and overseas non government organization communication dialogue,perfect regular rating of the safety of overseas NGOs and encouragement and punishment mechanism, increase government education guide and INGO self-restraint.
