With the development of globalization, the phenomenon of people’ migration to different countries becomes increasingly common. The number of emigrates and temporary abroad personnel is increasing sharply. Therefore, the safety of overseas citizens becomes a primary problem for the governments of nations all around the world. This article is based on the theories of management of crisis, and tries to analyze the mechanism of the evacuation of overseas civilians of China, The US, and Britain. By analyzing these three nations’ typical cases during the overseas crises, the similarities and differences could be found. So that the advantages and disadvantages we conclude shall be applied to the future practice to preserve the overseas civilians.Meanwhile, the article is based on the “Whole Process” theory to analyze three typical countries’ cases during the overseas crises. By doing this research, the scientific mechanism and common rules are hoped to be used in the governments’ practice, as well as to perfect the theories of governments’ crisis management. By comparison, we can find China’s overseas evacuation mechanism is constantly improved and perfected. Though some specific mechanism still remains inadequate, the overall trend is towards well.
