Overseas evacuation is an important means for the country to protect the overseas citizens and safeguard national interests.The overseas evacuation operations conducted by China in recent years have demonstrated the role and style of China as a great power.The United States has a long history of overseas evacuation and rich practical experience.Learning from the experience of US overseas evacuation will help us to further enhance China's ability to conduct overseas evacuation.Based on the basic theoretical perspective of overseas evacuation,this paper conducts an in-depth study on the US noncombatants evacuation operations.This paper begins with the basic concept of overseas evacuation,then summarizes the three attributes of consular protection,military operations and crisis management for overseas evacuation.This paper discusses the subject,method,destination,object,motivation and significance of overseas evacuation,which has made a deeper and more comprehensive grasp of the connotation of overseas evacuation.On this basis,this paper discusses the basic concept,basic objectives,significance,and the operational environments of the US noncombatant evacuation operations.The operational mechanism of NEO has been combed from three levels:preparation,command and control,implementation and logistics support.This paper selects the 2006 Evacuation of American citizens from Lebanon as a case study,this case analyzes the challenges and difficulties faced by the US non-combatant evacuation mechanism in practice,and the response and performance of the State Department.In the end,this paper compares the differences between China and the United States in the concept of overseas evacuation,the perception of extensional effects,and the use of military power.The last part combines the actual situation of China to reflect on the implications of the US experience and practices in the field of overseas evacuation.
