Study On Management Of Community Correction People In Guangdong Province

Community correction is a system of the criminal punishment. It was was brought from abroad and launched in Beijing and other 6 provinces as the first batch district in 2003. And there’s a feasibility results. Guangdong, as the second batch district, tested the system in 2005. Though it’s a short time, it achieved remarkable effect. And it has many problems need to be study. For example, heterogeneity of leading rule, work rule and management, incompetence of government official and unfixable of law enforcement ranks. Besides, the local government is stuck in paying great attention to economy but despising system. It neglects the investment of special crowd regulation, and may cause public safety risks concern due to lack of supervision.This paper has five chapters. First chapter introduces the background and significance of the topic, and does an analysis of domestic and foreign community correction which is a guideline for Guangdong province management of community correction people. Second chapter is a summary of community correction and its development in China, longitudinal comparing with Guangdong province. Third chapter is an analysis about the situation of Guangdong province community correction people management, and finds out the existing problems and its causes. Fourth chapter introduces practices and experience of domestic and foreign community correction people management, and guides the work of Guangdong province. Fifth chapter is a improving scheme of Guangdong province community correction people management according to existing problems.
