Analysis And Countermeasures On Current Status Of Xinhui District, Jangmen City Social Insurance Collection

As one of the crucial factors for the social stability, the social insurance system plays an important role in the development of live-hood economy in China. And the premise of the normal function of the social insurance system is the collection of social insurance fees, which is also the first priority of social insurance funding. Local tax bureaus, carry the responsibility of the collection of social insurance fees, such as insurance fee for pension, healthcare, occupational injury, maternity and unemployment. Started from scratch, local tax bureau in Xinhui district has been expanding the business scope and increasing the amount of social insurance fees since January 2000. The collection of social insurance fees is a complicate process, including a cooperation among different departments—like local tax bureau, social insurance department, treasury department, the Labor Security admission and banks—and enormous amount of data and information from corporates and individuals. Hence, the previous management mindsets and methodologies are no long sustains the business growth.As the development of socialist market economic system, it is inevitable to establish a sustainable collection system the meets the public requirement and covers different areas and levels. And so it is worthy to study and analyze the process of how the collection institution to meet the public interest—such as social security—by means of public power.Based on the problems the encountered in the collection process of social insurance fees in Xinhui district, I will dig into the reasons that stumble the development of collection of social insurance fees. I also study various existing theories in western social insurance, performance appraisal, customer-driven and Game theory and summarize my working experience in the local tax bureau and the actual situation during the collection of social insurance fee in Xinhui district. Then based on the hypothesis of commonality, I will propose the suggestions and countermeasures to establish a new collection system of social insurance fees that adjusts to the socialist market economic system and meets the requirement of development of the society. In my point of view, it is more effective to collect social insurance fee by accelerating the issue of relevant terms and rules, optimizing the collection work flow,finalizing a more reasonable collection system.
