Institutional arrangement for holding administrative power to account refers to the identifier of modernized democratic politics, without which the responsible government cannot be guaranteed. The institutional arrangement for holding administrative power to account in modernized society was born in modern western countries and was the product of western representative democracy. As secondarily democratic polities, Australia and New Zealand experience the special in founding the institutional arrangement for holding administrative power to account, which is of significance for other countries seeking for the construction of institutional arrangement for holding administrative power to account. The aim of the study in this thesis is to make institutional arrangement for holding administrative power to account in China more perfection by way of learning the successful experience of the counterpart in Australia and New Zealand.The whole study in this thesis can be divided into 4 parts. First of all, it overviews the related literature, defines related concepts and explains theories. Secondly, the study exhaustively shows the development and main contents of institutional arrangement for holding administrative power to account in Australia and New Zealand respectively. Thirdly, the study conducts an in-depth comparative research on institutional arrangements for holding administrative power to account between Australia and New Zealand and concludes their successful experience in this field. Finally, the study put forth suggestions of constructing and perfecting institutional arrangement for holding administrative power to account in China from 3 perspectives.The study in this thesis conducts the comparative research on institutional arrangements for holding administrative power to account between Australia and New Zealand with the assistance of method of comparative analysis, document analysis method and historical analysis method. On the whole, the study in this thesis comes to conclude that: firstly, based on the same polity, institutional arrangements for holding administrative power to account for different countries in the macro level there are many similar elements, and many different elements in micro level; secondly, the construction of institutional arrangements for holding administrative power to account cannot be accomplished in an action; thirdly, institutional arrangements for holding administrative power to account need conform to indigenization institutional supply demands.
