In-depth Study On The China’s Administrative Accountability: Plight、Reason And The Trend

“SARS” in2003opened the curtain of China’s administrative accountability，Administrative accountability not only has become the hot topic of academicconcern，but also become an important content of the construction of the Governmentfocus on．Today， the theoretical construction of the administrative accountabilitygradually perfect，the practical operation of the administrative accountability hasinitial results．However，whether in theory or in practice，the administrativeaccountability still has many difficulties， these difficulties restrict the furtherdevelopment of the administrative accountability．In theory，the current studies of administrative accountability is primarilynormative research， the research direction is relatively concentrated， moretraditional，research content focus on the concept of administrative accountability，elements， theoretical basis， the existing problems and the construction way，it canbe said that the empirical research of administrative accountability is still in theexploratory stage．From the point of view of practice，all levels and local government are workinghard to build administrative accountability system，focus on the accountability ofofficials，in order to supervise the running of power．But，there are mangy problemson the basis、procedure of administrative accountability and the implementation of the responsibility．Whether these problems can be effectively directly relates to thedirection of administrative accountability．Based on this，the article breaks the limitations of existing research，attemptstheory innovation，and the innovation reflects on two aspects．On the one hand，on theresearch method，from normative research to empirical research，put the actual case ofaccountability for the overall sample，classification and components analysis，thusdiscover the objective practical problems existing in various aspects of administrativeaccountability in our country．On the other hand，form the research content，the articleputs the factors、amplitude and level of administrative accountability as three basispoints，detailed analyses the relations among these three，illustrates their plight withan objective and quantitative data．Thus，break through the content limitations ofexisting theory，and make a beneficial exploration to perfect and enrich the theory ofadministrative accountability．It is under this background and purpose，the article put“theoretical Summary-exposition of the plight-attribution of dialysis-approach of theconstruction”as the basic logical vein，the article is divided into five parts、sixchapters．The first part of article is the introduction，mainly introduce the background，significance， research ideas，and summarize the existing research results，statementthe current research status of related issues at home and abroad，point out the researchidea of the article．The second part of article is the chapter one，mainly introduces the related basictheory of administrative accountability．This chapter will be divided into threecontent，firstly further define the related concepts of administrative accountability，make a clear distinction between accountability， accountability， administrativeaccountability and administrative accountability system，such as several confusingconcepts，put forward administrative accountability amplitude and level．Secondly，illustrate the relationships among the factors、amplitude and level．Thirdly，point out the theoretical basis of the administrative accountability， including people’ssovereignty theory， social contract theory， principal-agent theory， public choicetheory， and the theory of power supervision and restraint．The third part consists three chapters，respectively discusses the plight ofadministrative accountability from the factors、amplitude and level of administrativeaccountability three Angle．The second chapter is the plight of the factors of theadministrative accountability，this chapter from responsibility itself，subject，object，procedure，the reason，the result six aspects， respectively statement objectiveplight．The third chapter is the amplitude plight of the administrative accountability，illustrate the actual development status of administrative accountability in our countryfrom the horizontal．Administrative accountability amplitude is one of the centralthesis of the article， put the120cases what happened in December2003to2012，and have clear results as the overall sample，introduce the overall distribution ofadministrative accountability amplitude firstly，then from two aspects of departmentand person post，discuss the plight of accountability in government departments atvarious levels、the governments at all levels of people job accountability range、theadministrative division of leading cadres at all levels under the accountability range，and point out the main factors affecting the plight of the administrative accountabilityamplitude．The fourth chapter is the plight of the administrative accountability level，illustrate the actual condition of our country administration accountability from reasons，point out the construction road of administrative accountability of ourcountry．Administrative accountability is arbitrary，fragments，but the administrativeaccountability system is rigid and
