For the Changde example of case, this paper analyzes the status of administrativeaccountability in Changde from the perspective view. From the current situation, theChangde administration accountability tends to normal gradually from the poweraccountability to system accountability, and the supervision function by publicopinion is more important. At the same time, it also exist some problems, such asaccountability procedures are not standardized, allogeneic accountability is verylimited, the relevant legal system and supporting systems are not perfect, thegovernment authority is vague and power and responsibility are not clear. This paperalso analyzes the foreign administration accountability’s experience andEnlightenment, which mainly analyzes America, Britain and Japan’s administrativeaccountability and find out these countries’ administrative accountability has severaldistinct characteristics, such as strong legal protection, perfect accountability system,clear responsibilities etc.. In the end, this paper analyzes the explorative path ofperfect administrative accountability in Changde. The paper tries to put forward someperfect administrative accountability suggestions, such as strengthening theadministrative accountability legislation, perfecting the supporting systemconstruction, strengthening the allogeneic accountability of the people’s Congress andpublic etc., strengthening media supervision, perfecting relief and return mechanismof accountability officals, improving and strictly abide by the administrativeaccountability procedures and fostering good administrative accountability cultureetc..
