The development of rural community has the great practical and far-reaching historical significances both on the coordinated development between urban and rural areas and on the consolidation of the rural grassroots’ political power. The development of rural community is classified as the compulsory institutional change which is promoted by government comprehensively. On the other hand, the development of rural community reflects different styles and characteristics due to the variety of actual situations. Therefore, targeted suggestions are proposed through the study of rural community governance model.Firstly, the concept of rural community is described and the real situations are analyzed.Secondly, the history and characteristics of rural community are described. The characteristics of traditional rural community and the construction problems are analyzed through comparing the history and current status of the rural community characteristics. It is found that the characteristics of rural community are more extensive than the urban community’s, especially in the production mode, ecological model and social customs.Thirdly, the necessity of rural community transformation is discussed. It is considered that the transformation method should be changed from mandatory institutional to induce institutional in order to develop rural community further. Based on the people-oriented, respected for rural demand, stimulated the rural vitality and creativity, the rural community governance model transformation should be promoted smoothly.Fourthly, a typical case study--- the community constructions of Rui Yan in Beilun Ningbo is given. There are a lot of experiences in community governance which should be learned and promoted.The fifth part of this paper, we described the direction and content of the rural community governance model transition, proposed a novel one of the multiple co-operative governance mode which contained life, production and ecological, and built the main structure and security package of this new governance mode. Finally, we put forward concrete ideas to the main structure and guarantee of the governance mode contains life, production and ecology.
