Since the third Plenary Session of the 18 th CPC Central Committee meeting,promoting the construction of national governance systems and achieving the modernization of governance capacity have become the general aim of administrative reform and social development in the new normal.From planned economy to market economy,China has continued to promote the modernization of rural,agriculture and farmers which are the focus of China's socialist cause and rural reform is the key to the development of the country.Improving the management system of rural areas and enhancing the governance capacity are the key to achieving development goals in the new period.The core to improving the status of governance in rural areas is to continuously improve rural community governance in order to promote the modernization of national governance process fundamentally.Study on the new rural community is a new direction of the current rural community governance and three rural issues research.The new rural community is the inevitable way to conform to the requirements of the development of the times in rural community governance.China's rural community development started late and the level is lower than the level of city community governance,so at this stage there is a gap between the level of development of rural community in governance mode and security mechanism and the goal of reform and development in the new period.The new rural community governance model and governance mechanism can make up for the defects of the traditional rural community governance,thus promoting the successful transformation of the traditional rural communities.About the study on the new rural community governance we should not only understand macroscopically them,but should analyze specific issues.The first part of this article uses the methods of literature study,focusing on the analysis of the actuality of the rural community construction and the new rural community governance;the second part defines the core concepts of this thesis,and focuses on the theoretical basis in this article from three aspects the theoretical background,theory content and realistic enlightenment;the third part and the fourth part are the focus of this thesis.In the third part we chose the new rural community of Chifeng city as the research object by using the method of on-the-spot investigation.First the historical evolution of rural community governance in Chifeng city were analyzed,and then we selected the new developing rural community of Chifeng City.We analyzed the status quo of rural community governance and the specific data and data obtained through field investigation of Chifeng City.We came to a conclusion that there is a big gap between the stage of the new rural community and the maturity of the new rural community which is still in the initial stage and the new rural community governance in Chifeng City is lack of scientific planning and governance mode and perfect protection mechanism,which is one of the most key problems;the fourth part puts forward the key points of this article in view of the key problems of the new rural community governance in Chifeng City,considering the governance of cultural environment,autonomous organization ability,the level of economic development,the construction of human resources system,financial resources,and technology level,namely the construction of the new rural community governance mode of social coordination which is also dominated by the government.In order to ensure the good operation of the governance model in Chifeng City the article puts forward to promote capacity of self-government of autonomous organization in the rural community and give full play to social collaborative governance.
