Research On The Construction Of Digital Governance Community In Urban-Rural Integrated Development

China has established a community of social governance as its strategic direction,with the transformation of governance structures and the pursuit of "Chinese governance" as the background.This new positioning is significant for innovating social governance models and modernizing the national governance system and capacity.In today’s digital age with information technology at its core,digital technology enriches modern governance methods and provides a foothold for the overall integration and governance of urban and rural areas.Emerging technologies such as AI intelligence,big data,the internet,and blockchain have a coupling effect with the community of social governance.Therefore,building a new model of the community of social governance in the digital age is of great significance to achieving comprehensive governance.The integration and development of urban and rural areas are powerful measures to promote the modernization of national governance and consolidate the results of poverty alleviation and rural revitalization.In the field of social digital transformation,digital governance has become an important variable for achieving integrated urban-rural development.The core of this paper is the future application of governance in the digital age under the guidance of the concept of social governance community.That is,how to realize the integrated urban and rural co-governance in the digital age is the exploration and construction of a theory and model.From the perspective of urban and rural integrated development,with the deep integration of digital technology and social governance as the research background,on the basis of in-depth interpretation of the concept and characteristics of digital governance community,based on the three-dimensional perspective of "theory-history-reality",the paper systematically deconstructs the multiple internal logics of digital governance community in urban and rural integrated development,and explores the possibility of urban and rural co-governance model.This paper discusses the current situation of the overall digital construction of urban and rural areas through data materials and case comparison.Through the comparative analysis of three typical cases with different characteristics,such as the close integration of urban and rural digitalization,the initial combination of urban and rural digitalization,and the concentrated breakthrough of the short board of digital countryside,it finds out the difficulties and obstacles in the space,subject,technology,and rule of urban and rural governance integration at the digital level.Based on the problems and obstacles found,this paper proposes a construction path from the aspects of the dissolution and reconstruction of physical boundaries,the weaving and shaping of basic networks,the integration and interaction of multiple subjects,the interpretation and reconstruction of science and technology ethics,etc.,to facilitate the digital integration development of urban and rural areas,so as to promote the improvement of the discourse system of "The governance of China".This article innovates in terms of topic selection,research perspective,academic perspective,and practical guidance,providing possible references and directions for constructing new governance models for urban and rural society in the digital age.It starts from multiple research perspectives in public management,sociology,and other disciplines,using systematic and holistic thinking to deeply explore how to achieve the mode of shared governance for the overall integration of urban and rural societies in the digital age.
