The Study Of Immigration Governance In Urumqi

In Urumqi, there is special significance in governing immigration. Immigration management is a comprehensive, highly complicated systematic project, which is influenced by ethnic, religious, and geopolitical, also will be affected by immigration composition, complex demographic structure and social security situation. Since 2009, Urumqi ensure social security and fight against violent terrorist activities while strengthening building grassroots organizations and launching innovative pilot in the sub district office, community and Administrative Committee, trying to curb infiltration of "three forces" and extremist religious thought from source of problem. Establishing the mechanisms of four regulations for all communities in Urumqi, implementing unit management, keeping track of the dynamics state of immigration, strengthening patrol force around neighborhoods and communities, simplifying the governing procedure of Immigration, establishing management measures related to residence card, convenient card system, etc., managing rental housing and religious activities, are trying to bring new changes for governing immigration.This article, concentrating on immigrant’s governance in Urumqi and analyzing Urumqi immigrant’s governance, can be divided into five parts. The first part of "Introduction" which describes the background and basis of the content, sort out work experience of governance toward foreign immigration, define and analyze the concept of migrants abroad, also includes a determined definition of Immigration, theory of social governance in urban, and research ideas, methods, and main viewpoints. The second part introduces historical overview of the Immigration management in Urumqi. History and policy changes are illustrated and experience of immigration governance in other areas of china and other countries are included. The third section focuses on the current situation in Urumqi Immigration and the problems of governance, including Urumqi immigrants’ demographic status, survival, living conditions. Minority immigrants’ living space pattern, religion and so on. The fourth part mainly describes the role of urban communities in the management of the Immigration in Urumqi community, practices in governance, achievements, experience and results, detailed institutional mechanisms innovation in governing the area which takes Tian Shan District as example. The fifth part gives countermeasure and recommendations on the governance of immigration in Urumqi, which related to government functions innovation, innovation management system, migrants and religious issues and migrants social security innovation.
