Study On Community Governance In Urumqi From The Perspective Of New Public Service Theory

At present,Xinjiang is faced with the complex situation of "three phase superposition" of stability and development,Urumqi as the capital of the Xinjiang Uygur autonomous region,which stability and development is related to the stability and development of Xinjiang and even the whole country.In order to realize the overall objective that social stability and security,it is of great practical significance to continue to strengthen the study of community governance in Urumqi.In order to explore suitable city community governance mode for Urumqi,the author use literature research,comparative analysis and other research methods synthetically.And in this paper,the author comparatively analyze the domestic Shanghai mode,Shenyang mode,salt field mode of Shenzhen,Jianghan mode of Wuhan and foreign resident's autonomy mode,government-led mode,government community cooperative mode.The experience of urban community governance at home and abroad provides reference for community governance in Urumqi.Maintaining stability and serving the masses are two core of Urumqi's community function.In order to better realize the community governance in Urumqi,this paper argues that the government led governance model is more suitable for Urumqi city.In order to apply the advanced concept of community governance to Urumqi's community governance,the main viewpoints of new public service theory and governance theory are mixed into the practice of Urumqi's city community governance reform in this paper.The community governance in Urumqi should adhere to the leadership of the Party committee and the government,and persist in improving and improving the governance pattern of social synergy and public participation,regard social stability and long-term peace as the overall target,take four modernizations as a carrier,take national unity and“visit masses' situation,benefit for people's livelihood,gather public mind”as the starting point.To be specific,it should proceed from define the community function reasonably,enhance community empowerment,enhance residents' sense of community identity,realize multiple participation in community governance,pay attention to the construction ofcommunity workers,rich community work style,etc.
