A Comparison Study On Policies And Regulations Of Global Warming Between China And Japan

According to a joint announcement by President Xi Jinping and U.S. counterpart Barack Obama in Beijing on November 12 2014,China will aim to reach peak CO2 emissions by "around 2030" and strive to achieve the target earlier,China also pledged to increase the share of non-fossil fuels in its energy mix to around 20 percent by 2030.For China,the measures in the commitments are unprecedented and this fully shows climate change and global warming has become one of the main challenges nowadays.Japan’s policies and regulations against global warming dates back to 1970 s.After over 30 years,Japan has achieved remarkable results.As China is a developing country and Japan is a developed country,there are differences of the obligation on reduction of greenhouse gas discharging.However,compared with Japan’s legislative system and the content of law on global warming,there are many similarities.For the purpose of completing the legislative system as early as possible,it is particularly important to study the legislative process and features of Japan.This paper centers on Japan’s policies and regulations of global warming,basing on the analysis of history of global warming law development,legislative system and the content of law.This paper also puts forward suggestions on the issue of global warming prevention in China.The paper consists of three parts,main points of which are as follows:Chapter 1 mainly introduces Japan’s policies and regulations of global warming prevention,including three parts which are the content of policies and law,advanced political system and features, this chapter is the most important part of the paper.Chapter 2 discusses China’s policies and regulations of global warming prevention,then makes a detailed and objective comparison of the legal system,content of policies and law between China’s and Japan’s.Based on the results of the analysis,this chapter points out the defects in current policy and law.Chapter 3 aiming at the defects above, gives some advice to perfect the legal system of global warming prevention in China.
