Under the background of aging, silver wave sweeping the globe, aged care service problems becoming more and more serious and outstanding, especially that of disabled elders. As the most aged population of world, china faced with the most serious situation, coupled with the imbalance of economic development, imperfect social security system and anther factors, disabled care problem is becoming an urgent public problem need to be solved. In accordance with foreign experience, the establishment of long-term care service system is the effective means to solve this problem. But china has not yet established long-term care system that suited to the needs of disabled elders. The elders’ care services are scattered into the family, community and pension institution. Because of the particularity of its own, the disabled elders had a high degree of external dependence. With the miniaturization of family structure, employment of children in different places, the separation of father and son generation mode of living, family maintenance function is weakening, preparatory construction in community, pension service function is imperfect, disabled elder is difficult to get high quality care services. Compared with them, pension institution could provided professional and comprehensive service for disabled elders, so institutional care became their best choice. On this basis, building institution care system will be an important way to solve disabled elder long-term care problems.Starting point of institutional care system is to satisfy the disabled elders’ care needs. In order to better understand their needs and solve their problems, this paper takes "the Chinese disabled elderly multiple demand analysis and long-term care system construction" subject group as a basis. First of all, through the combination of questionnaire and on-the-spot interview investigated in disabled elders’ care needs, institution service supply and other related aspects, we have a better understand of the disabled elders’ institution care wish, the content of institution care, the ability to pay, personnel requirements, service standardization, etc. Secondly, compared with the pension institution service supply, Research shows that there is an imbalance between disabled elders’ need and institution service supply, such as inadequate of pension institution, simple service project, high cost, lack of nursing staff, insufficient service standardization. This all caused by the endowment of resources integration, lack of overall layout, inadequate institutional development, service orientation is not clear, imperfect institutions financing mechanisms, the low salary of nursing staff, unattractive position, and backward in relevant laws and regulations construction. Finally puts forward suggestions to construct the service system of disability in elderly care: the establishment of a needs assessment mechanism, optimize the allocation of resources, rich agency services, improve the satisfaction of elders, perfecting the mechanism of raising fund, the establishment of personnel training mechanism, improve the staff quantity and quality, perfect the laws and regulations, improve the service standardization.
