Study On The Limits Of The HKSAR High Autonomy

HKSAR high autonomy is granted by the central government, which exercise should be in accordance with the provisions of the HKSAR basic law. But in practice, there are some cases about beyond the limits. Because the basic law cannot cover and contain everything.Some provisions is ambiguous. Because of misunderstanding the high autonomy and the basic policy of "one country two systems", it causes lots of disputes about the high autonomy. The central affairs should be owned by the central government due to the sovereign rights. In this premise, autonomy and initiative of the HKSAR is an important proposition. For exerising the high autonomy in the proper limits, basic principles and objective need to accord the "one country two systems" and the spirit of basic law, improve the basic law norms, promote the basic law applicable norms from inside a high degree of autonomy and strength the social supervision. Only in reasonable limit exercising, the high autonomy can guarantee the sovereignty of the state unity,territorial integrity and maintain the prosperity and stability of HK.
