Secretary's action without authorization is one of the corrupt practices in Chinese traditional public administration. Secretary in this paper means the general public administration function, and the action without authorization of the secretary institutions and personnel is the subject studied in this paper. This phenomenon happened under the absolute monarchy system, when the emperor possessed all national powers, but he could not be able to handle all national affairs due to energy and capability limits, then he would authorize others to handle some important affairs. Central secretary institutions gained most authorized emperor power; they acted in the name of emperor power. The paper concludes the history background of this phenomenon with research means of history, example and comparison from the two aspects of history and culture, describes the development of this phenomenon in the Han, Tang, Yuan, Ming and Qing Dynasty, analyses the institutional and cultural reasons for this phenomenon, and finally explores the appropriate modern secretary system, which has specially important theoretical and practical significances to reforms of our present public administration system and secretary management system.
