Path Selection Of Public Crisis Governance: Collaborative Governance

A variety of factors of instability which comes from domestic tradition, social transition and the external world are challenging the Chinese government and people. The harm that the public crisis does to human health, economy, and the stable development of society is enormous. Whether various public crisis can be treated effectively is a severe test of Chinese government’s emergency management ability and level in social transition, and it’s closely related to the image of the government in the eyes of the people, the national security and social stability. The mandatory characteristics of traditional management mode and the monomeric characteristics of management body expose the whole emergency inefficiency of the traditional management system, which cannot meet the long-term needs of the future Chinese systemic crisis. Starting from the perspective of multiple social subject’s collaborative participation in crisis governance, constructing the public crisis governance theory system and building a highly open organization network in practice that the government guide, non-governmental organizations participate, enterprises institutional collaborate, upper and lower interact can enable our country’s public emergencies emergency implementation realize the leap from “management” to “cooperative governance”.Collaborative governance of public crisis is regarded as the research subject of this paper, it attempts to construct a basic pattern of public crisis collaborative governance by research and analysis, and a preliminary study which is corresponding to the path of construction has been conducted. On the basis of the literature review and evaluation in the consolidation of related domestic and foreign research results, elaborating the realistic background of public crisis collaborative governance by the means of research methods such as literature analysis, case analysis and comparative analysis related. And then put forward the basic concept and value direction of public crisis collaborative governance from the governance theory, collaborative governance theory and stakeholder theory, besides, analyze the effective governance of public crisis stakeholders so as to lay the theoretical foundation of crisis; next to reflect on the existing problems of China’s public crisis management in the traditional sense, and summarizes the advanced practices of international collaborative governance of public crisis to provide experience for the public crisis collaborative governance construction with Chinese characteristics; The issues of what material support should have in the whole process the public crisis management, the responsibility each participant should fulfill, and how the government play its role are studied from the perspective of collaborative governance. From all the analysis, we can conclude that developing a pluralistic social subject, improving the relevant laws and regulations, strengthening the construction of information platform, strengthening resource security and fostering social capital can help to realize the change of public crisis from management to collaborative governance.
