A Study Of Government Cooperation At The Background Of Shanghai-Kunshan Integration

Under the background of economic globalization, regional economic development has become the important way of increasing overall economic strength and the integration is inevitable stage in the development of regional economic integration, also is a higher stage, thus promoting the process of city is the important condition to promote the development of regional economy. Regional cooperation in China is mainly driven by local power on behalf of the local government, local government, as a representative of the main body of regional interests is the key to the regional cooperation and prime mover, so the government cooperation area is directly related to the process and result of smooth development. But as a result of the limitation of the traditional administrative districts in our country, imperfect legal system, and a single achievement evaluation mechanism makes the local government as a rational economic man, in the process of regional development are often only consider their own economic development of the cities, vicious competition between cities, not only useless and regional overall development, but also for regional resources and environment brings great pressure. Therefore, how to deal with relationship between the regional government, how to regulate the government, the market,social behavior during the economic development, is the most important thing to improve the regional economic development.This paper is divided into five parts to discuss how to jointly promote the overall development of regions. The first part summarizes the effect of the selected topic background and selected topic significance and explains the relevant concepts; Secondly studies the theoretical basis for city development progress, according to the actual development of the two city and the investigation of kunshan,analysis of the status of the two city cooperation and the problems; Then through problems in the process of government cooperation between shanghai kunshan,Outlines the major problems of current government in the process of cooperation; Finally based on the above studies, improvement methods.In conclusion this paper argues that the integration is a necessary stage in the process of urbanization in China, but also an important condition for the development of regional economic integration. In order to promote the development of economic, we must break the traditional administrative regional barriers, reduce the cost of factor flow, improve resource utilization, establish the benefits distribution and reasonable compensation mechanism, increase the inter government cooperation motivation, establish the performance evaluation mechanism of the scientific ruling idea, improve the relevant legal norms in the process of cooperation behavior, and jointly promote the development of city and improve the overall strength of the regional economy.
