The development of the computer networks was entered into a new development peak for the web2.0 which was emerged in the early 20 th century. The users share type sites(such as youtube, etc.) which has numerous users and large-scale high-participation, almost making the original network technology architecture and computing model could not carry. And in 2007, as the two giants in the field of information technology of the United States, student projects that Google and IBM jointly set up the core technology used(the core of which is the Google File System built large server farms) was accidentally exposed an amazing data computing power. When the demand met the technology, so the cloud computing emerged. And Patrice A. Dutil et.al(2008) in the USA found that the development of e-government was confined to the lack of services of the government, which for the first time in the field of e-government research came to combine with the cloud computing concept. With the government portals having more and more users, the affairs getting rich in the diversity of content and forms, information resources coming into a deepening utilization, and the upgrading and expanding of the mobile terminal application market, such as high-capacity 4G mobile communication technology and so on, the traditional e-government construction mode can not meet the growing e-government system for need of massive data processing capacity and high demand for the ability of information exchange. And the growing maturity cloud computing was able to provide the e-government information exchange platform for the technical support with "information integration, resource sharing" features, and efficiently solved the "islands of information" problem which could not be solved in the traditional way. Needless to say, thus the cloud computing technology applying into the building of government network and platform will be a new opportunity for the development of E-government. Thus, the research of the development of e-government based on the cloud environments become a new hotspot nowadays.In this paper, it is going to build e-government platform which has a cloud computing exchange platform as the backbone, led by the cloud applications, took integration of resources sharing as the core, and keep security for the support. Building the standard uniform, comprehensive, secure and reliable theoretical model of e-government cloud platform to demonstrate the cloud computing technology applying in the government service innovation’s effectiveness and technical feasibility. Then I combined my work at the Social Services cloud platform of W City construction as a practical case of cloud computing and e-government combining research, identified the problems and provided solutions, trying to provide a theoretical and empirical accumulation for the follow-up e-government cloud platform.The paper is divided into five chapters: the first Chapter, Introduction, mainly on the purpose and significance of the background and research, summarized and analyzed research status at home and abroad and major research methods adopted; the second chapter, specifically introduced cloud computing, e-government, e-government services and other related concepts, by difference with the traditional model of e-government analysis obtained the advantages and challenges of the new e-government model based on cloud computing, demonstrates the necessity and the feasibility of the new model; the third chapter described the guiding ideology of e-government cloud computing platform, designed a theoretical model demonstrates the cloud computing technology architecture of e-government platform, and analyzed technical route that was relevant; the fourth Chapter, I combined my participation at the Social Services cloud platform construction of W City with the theoretical model which built in the third chapter, to certified the most important and difficult problems in the practice and provide solutions; the fifth chapter, based on the previous chapter analysis, elaborated the positive significance of the development of cloud computing e-government, and proposed five countermeasures to e-government development of cloud-based computing, in order to provide a theoretical and empirical reference for the follow-up e-government cloud-based platform. The last part of the system I sorted and summarized earlier opinions presented in the article and had the conclusion that the construction and development of e-government system of cloud computing is the only way for the transformation of China’s e-government development, and learning and practice of cloud computing technology into government network and platform construction is very important and necessary, and proposed to further refine the research program of government systems resources integration, standardized the construction of uniform data exchange standards and technical services, strengthen and cultivate our own technology product development capabilities and IT personnel should be considered into further research to the future development of cloud-based e-government.
