Research On The Innovation Of Huangpu District “Three Management” Service And Administration Under The Perspective Of Grassroots Governance

Nowadays, all the capital cities in China(including municipalities directly under the Central Government) are using the “ District—Street—Community” grassroots governance system for may years. However, this governance system, which is with the Control as it’s main feature, is more and more exceed it’s power to the Chinese style huge cities that have expanding city scare, gathering huge migrant workers and facing changeable demands from people. So it is an urgent and important topic on how to accelerate the innovation of the grassroots governance. This thesis is using a theoretical reflection on the practices of the grassroots innovation to distinct the grassroots governance innovation model, path and direction, so that to promote and popularize the creative practice experience.There are two extreme orientations in reform and innovation of the traditional grassroots governance of the cities according to the analysis of its features and drawbacks: to strength the control, or to autonomy by communities. The former is the model of “Strong Government, Weak Society”, while the later is the model of “Small Government, Strong Society”. Base on that, the author puts forward her point: in order to fit in with the orientation of China’s reform and innovation, the governance model should be “Strong Government, Well society”, and should build up a multi subjects-cooperation and co-governance grassroots governance way bases on the government’s dominant. This thesis is going to analyze some practice cases of the grassroots governance from the capital cities, as well as to introduce the general situation and effects of the innovation of Huangpu District “Three Management”(Grid Management, Information Management, and Synthetically Management) service and administration, and to excavate its profound meaning. The author’s thought that the “Three Management” innovation of Huangpu district has successfully find out the guiding drug to cure those ills that have long plagued the grassroots governance, and to find out a new way to reform the roots governance and reorganize all the cells. All of these are show out on the following “Four Links”: getting rid off counting on the Control model, to build up the effective link between the government governance and communities autonomy; decreasing the situation of shirking the responsibility, to build up the effective link between departments and sections; reducing the opposites and confrontation from the management objects, to build up the link between governance and service; expanding the development space for the social organization, to build up the effective link between Western countries and China in the construction of harmonious society.This thesis also shows up some difficulties that were facing by the Huangpu district government in the reforming of the “Three Management” service and administration. Those difficulties are also the common problems in the innovations in other big cities. The fundamental cause of these difficulties are the root governments have restricted power, so that just dilettante but not deep in reform and creation. With that, the author gives out the countermeasures and suggestions on how to improve the grassroots governance from a macro level. Those suggestions are to promote the top-down design, to build up the legal believe, to coordinate all the relations, to strengthen the service function, to protrude the communities construction, to cultivate the society organizations, to propel the institution reform, and to create the governance means. It is hoped that though the leading by some examples and from point to all areas, these 8 countermeasures and suggestions can promote the theory reform in the grassroots governance, optimize the governance structure, rebuild the governance process, rebuild the governance object, innovate the governance skill, rebuild the governance cells, so that to get rid of counting on the control model, to establish a multi subjects cooperation and co-governance grassroots governance way base on the government’s dominant.
