Analysis And Countermeasures Of Illegal Problem Of Villagers Building In Nansha District

As a newly established development area in rural area, Nansha National Development Area is also confronted with the problem of ru ral land use. Meanwhile, the sharp rise of Nansha in recent decade brought new problems of role change and adaptation to the land law enforcement department and people in Nansha. On the one hand, the land law enforcement department is accustomed to the extensive management and defective in active adaptation to new situation and new task; on the other hand, peasants have held optimistic attitude towards the land price and house price of Nansha and thought that there is great prospect for future land acquisition and compensation for demolition by the government for a long time, causing the collective and large-scale overbuilding and illegal building. Under this circumstance, we are faced with such a question: How should we adapt to the change of situation and task actively and throw ourselves into the great upsurge of Nansha development to solve the rural land use for house building so as to ensure the intensive, economic, scientific and efficient construction of Nansha new area?Currently, there is no systema tic study on rural house building both at home and abroad. Most scholars show much concern about illegal land occupation or solely about the law enforcement supervision while few scholars explore the status and countermeasures about the illegal house build ing in rural areas in detail. Thus, this paper takes the illegal house building of peasants in Nansha as an example to study the rural illegal house building in coastal developed areas, anal yze the influential factors of rural illegal house building, look into the situation of rural house building supervision and explore how to reduce the quantity of rural illegal house building effectively, promote the law enforcement supervision efficacy of grass-roots land law enforcement department, restrain the rural i llegal house building, improve the rural house building management level and build the effective mechanism of rational use of collectively-owned land.This paper adopts literature research and social survey to investigate the rural illegal house building i n Nansha, probe into the influential factors and causes for the quantity of rural illegal house building, make predications for the trend of rural illegal house building in Nansha and conduct an analysis of the law enforcement supervision over rural illega l house building and rural housing land management and on this basis propose the feasible measures for further optimizing the efficacy of law enforcement supervision and promoting rural housing land management level so as to achieve the aim of effective go vernance of rural illegal house building and provide suggestions for realizing cultivated land protection and economic land use as well as building socialism new countryside.
