Hainan lies at the southern border area of China, which bounds with China and countries in the southeast Asia as well as western countries, has important strategic position and is considered as the border point. From the earliest times, Hainan island has been an inalienable part of Chinese territory. Hainan first enters written Chinese history in 110 BC, when the Han Dynasty established a military garrison there. Ancient feudal dynasties have implemented remote-control policies, and Hainan is either subordinate to the Central Secretariat of Guangxi or the Central Secretariat of Huguang. All the central governments continue to strengthen the rule of Hainan to promote the progress of Hainan by continuous reform on local administrative divisions and administrative building. Qing is the last feudal dynasty and has achieved brilliant results in long history of Hainan's active development and operation. Qing Dynasty's policy towards Hainan Island in development and management has different characteristics at different stages in history. Hainan Island has experienced unprecedented change in the 260 years, in which Hainan is under the implementation of the Qing Dynasty. Overall, as the political domination of Hainan in the Qing Dynasty expands and deepens continuously, the feudal economy and culture are relatively prosperous. However, Hainan building has always been the second administrative unit during the Qing Dynasty, and its financial support relies only on Guangdong. But Guangdong's financial and material resources are limited, coupled with the negative policy of the Qing government, therefore, the political, economic, cultural support of Hainan provided by the Qing Dynasty is very weak. Moreover, due to the cruel exploitation and oppression of the ruling class, Hainan Island still falls behind inland regions. The purpose of the article is to explore the rule of the Qing Dynasty on Hainan Island in the development and management, and seek out the impact of Qing Dynasty's political, economic and cultural background towards Hainan Island, by studying the political, economic, and cultural institutions which is set up by the Qing government in Hainan Island. By learning about the content of Hainan Island to explore the law history of political, economic, and cultural history, the thesis summarizes the experience. In addition, it compares Hainan with Xinjiang totally that is also the ethnic minority border areas of China, and presents the views of the author. If we can benefit from the law history and experience of Hainan, set political, economic, cultural strategy timely that corresponds with the unique natural conditions and human environment, we will promote Hainan Island's political and economic development and cultural prosperity, and also provide reference for Hainan Island's future sustainable development.
