In China, the transformation of government functions, improve the level of public service under the big background, especially important to the development of electronic government affairs, whether government service space, democratic participation or expanding services, to improve the masses of social enterprises and people’s level of service, they should focus on the development of e-government electronic level, make the social enterprise, the public is more confidence in government service, believe that more high quality government can provide reliable, stable, service. In our country, with the rapid development of Internet technology, the pace of development of E-government in China continues to accelerate, the developed area based on the integration of resources from the development of E-government has obvious effect. XX city as a large city in the Pearl River Delta and the new situation, the new tasks compared to the requirements, there are still many problems, these problems restrict the further development of XX city e-government. Therefore, the research of e-government construction problems of XX City, and puts forward the existing problems and cause analysis, from the government public service management point of view, to explore the countermeasure of e-government to overcome difficulties and find the way to improve the development, the e-government development level of XX City, the promotion of XX City Hall public service level, accelerate the local economy and society better development has important practical significance.In this paper, based on the party and government organs in XX city departments in-depth investigation, a new public service and the transformation of government function theory as the guide, and by the method of literature retrieval, analysis, statistics and empirical comparative study, through a brief review of the development of e-government, introduces the relevant domestic and International e-government development research status, analysis the theoretical basis of the current development of the e-government and realistic significance.
